THE MAN BEHIND THE MISSION (1940-2024)
William d. "bill" smith
A lifelong public servant, William D. “Bill” Smith dedicated his life to improving emergency services in Laurel County through his values of faith and community. From law enforcement to launching Ambulance Inc., his vision and grit laid the foundation for modern EMS in Southeastern Kentucky. His legacy lives on through every call answered and life touched.
THE BEGINNING OF SOMETHING GREATER (1940's-1970s)
Born in 1940 in London, Kentucky, Bill grew up grounded in faith, family, and service. His career began in law enforcement, where he served nearly 20 years—including eight as Chief of Police for the City of London. He modernized public safety, launched D.A.R.E. education, and helped implement 911 dispatch systems, all while building a reputation for integrity and bold leadership.
FROM POLICING TO PARAMEDICS (1977)
In 1977, when local funeral homes stepped away from ambulance service, Bill and his wife Janet stepped in. They launched Ambulance Inc. of Laurel County with determination and grit—operating out of a station wagon and answering emergency calls with just family support. It was the start of something much bigger.
BREAKING NEW GROUND (1980s)
With Laurel County growing fast, Bill pioneered the first Advanced Life Support (ALS) service in Southeastern Kentucky in 1986. He worked closely with EMS teams, local law enforcement, and city officials to ensure citizens had access to lifesaving care—earning multiple state and local honors along the way.
LEADING WITH PURPOSE (1990s - 2000s)
Beyond EMS, Bill continued to lead as a London City Council member, advocating for emergency services and community health. His work didn’t go unnoticed—he received the Kentucky Board of EMS Special Recognition Award and remained a respected figure throughout the state.
ROOTED IN SERVICE, READY FOR TOMORROW (2024)
Bill passed away peacefully on February 26, 2024, after a courageous fight with pancreatic cancer. His final ride through town, in an original Ambulance Inc. unit, was a powerful tribute. His daughters continue his legacy of care, faith, and excellence at Ambulance Inc. of Laurel County. His life’s work remains visible in every siren, every call answered, and every patient served.
